Uzbekistan: a buyer-before-order guide for Chinese LHD vehicles

Before ordering, establish the local conformity route, the vehicle’s registration history, the emissions evidence where applicable and the complete import budget. A Chinese-market configuration needs a vehicle-specific review, even when another version of the model is sold locally.

1. LHD is the starting specification, not permission

Uzbekistan’s 2024 Road Traffic Law establishes right-side traffic. Its published rules also restrict registration and operation of right-hand-drive vehicles, with limited transit/visitor provisions that should not be confused with a normal business import. This guide therefore starts with factory-built LHD vehicles. Still, confirm the exact variant, VIN, vehicle category, seating or payload and intended use with the local importer. A Chinese domestic-market car, a locally assembled model and an officially distributed export version can have different specifications and documentation. Similar names or appearance do not establish regulatory equivalence.

2. Declare new or used status accurately

Government import guidance recognises vehicles that were deregistered abroad and vehicles that were never registered abroad as imports of goods. For a previously registered vehicle, obtain the original registration history and the applicable deregistration evidence; for unregistered stock, ask what proof of its status the importer needs. The sources reviewed do not establish a blanket promise that every used vehicle or age band is eligible. Obtain a written assessment of the precise production date, condition, engine or battery specification and proposed use. Commercial resale should not be presented as a personal-use shipment to simplify the paperwork.

3. Use the current conformity rules

The current consolidated text of Cabinet Resolution No. 237 contains June and September 2026 amendments. It provides different conformity routes for vehicle types and for individual vehicles or small batches; ask the accredited certification body which route covers the proposed purchase. Obtain a written list of accepted test reports and any remaining inspections before placing a bulk order. For relevant combustion-engine M/N vehicles, environmental compliance remains material. The government’s 2025 simplification integrated environmental assessment into vehicle conformity procedures; it did not make an unsupported “Euro” label sufficient. Battery-electric vehicles are excluded from environmental-class assessment under that official explanation, not automatically from vehicle-safety conformity.

4. Agree the importer, documents and cost responsibility

Before paying a deposit, identify the Uzbekistan importer and customs representative, then prepare a purchasing file: contract, detailed invoice, VIN and production-date list, title or registration-status records, transport documents and conformity evidence. Ask them to confirm required originals, translations and submission timing. Uzbekistan Customs’ Single Window provides electronic declarations, foreign-trade contract information, advance cargo information and an integrated tariff service. Use it through the importer to obtain a shipment-specific calculation. List customs charges, applicable taxes, recycling charges, certification, storage, inland delivery and registration separately. Resolution No. 52 introduced EV battery-recycling funding measures, so “electric” should never be treated as a promise of zero local charges.

5. Verify charging against the buyer’s actual equipment

Request inlet photographs, AC and DC charging specifications, supplied-cable details and the manufacturer’s instructions for the exact vehicle. Have a qualified local installer check the planned depot supply, electrical protection and charger compatibility. IEC’s charging framework covers operating conditions, vehicle connections and electrical safety; it is not a guarantee that any imported EV will charge at any local station. Confirm communication compatibility and conduct a demonstration on the intended charger where possible. For fleet planning, ask for realistic charging time, loaded range, thermal management and the impact of cabin cooling or heating. Obtain written terms for diagnostics, replacement parts and any warranty.

6. Make the freight plan battery-specific

Request the applicable UN 38.3 battery test summary and battery identification. Have the forwarder assess the complete vehicle separately from spare batteries and confirm each carrier’s acceptance, route rules, condition checks and loading requirements. Record any charging or state-of-charge instructions for handover. Do not dispatch damaged or suspect battery equipment under a routine booking. Agree who pays for inspection, storage or return if the shipment or certification documents are rejected. These are pre-order risk checks; this guide does not certify a route or a battery.

Buyer questions

Does LHD guarantee Uzbekistan registration?

No. Steering position is one requirement. The exact vehicle still needs the applicable conformity, customs and registration checks.

Are EVs exempt from all certification and fees?

No. An environmental-class assessment exemption is narrower than vehicle-safety approval, and local charges must be calculated separately.

What should an initial sourcing enquiry contain?

Send the destination city, importer identity, model and exact variant, quantity, new/used requirement, intended use and target delivery window. Confirm feasibility and the responsible contracting/export parties before reserving stock.

Scope and date of this guide

Editorial market guidance, checked 12 October 2026; this page is not confirmed service coverage, an import permit or a registration guarantee. wulingautoexport.com is operated by 河南麦场科技有限公司 as an independent trader/sourcing coordinator, not a vehicle manufacturer. Confirm the contracting seller, exporter and responsibilities for every proposed order. Factory-supplied vehicles are sourced through vehicle-trader channels. Manufacturer quality-inspection reports can be requested; they do not replace independent inspection or destination approval. The importer must verify local compliance.

Practical procurement information, checked 12 October 2026. It is not a customs ruling, legal opinion, model approval or guarantee of import or registration. Reconfirm current requirements for the specific vehicle, importer and shipment before placing an order.
